egli ultimi dieci anni Malta ha sempre più ampliato il suo ruolo di centro internazionale di servizi finanziari. Tali servizi contribuiscono oggi a circa il 15% del PIL dell’isola. Questo identifica il settore dei servizi finanziari nel distretto con la più rapida crescita nell’economia maltese, alimentato da un quadro legislativo favorevole e da un atteggiamento pro-business.

Negli ultimi dieci anni Malta ha portato a termine un programma di riforme delle normative del settore finanziario, in linea con la migliore prassi internazionale, ed è stata uno dei primi sei Paesi a raggiungere un accordo avanzato in materia fiscale con l’OCSE. Malta è coinvolta attivamente insieme all’OCSE, all’Unione europea e al Commonwealth nella regolamentazione di modelli di politica globale.


Un centro professionale “amichevole”


M

P

er un paese delle dimensioni di Malta, essere “scoperto” sarà sempre una sfida da superare. Sin dalla sua indipendenza, Malta ha affrontato con successo una serie di confronti per diversificare la propria economia e superare l’immagine di isola-fortezza e trasformarsi in un Paese giovane, vivace, in rapida crescita, con un forte atteggiamento propositivo.

Nel settore dei servizi finanziari, i rapidi tempi di risposta dell’Autorità di Vigilanza del Paese, i costi contenuti, le soluzioni competitive e un quadro legislativo moderno hanno dimostrato di essere particolarmente attraenti.

Malta ha un regime fiscale molto favorevole sia per i fondi d’investimento domiciliati nel Paese che per gli investitori non residenti. Non vi è alcuna imposta sulle plusvalenze o sui redditi dovuti a Malta (escluse le UCITS che rientrano nell’ambito della Direttiva sul risparmio).


Adesione all’UE


M

alta è diventata membro a pieno titolo dell’Unione Europea il 1 maggio 2004 e l’Unione Europea ha contribuito a dare una nuova dimensione all’isola per quanto attiene ai servizi finanziari e al business dei fondi.

I fondi registrati, concessi in licenza a Malta e strutturati come UCITS (versione UE dei fondi di investimento) beneficiano del “passaporto unico”.

I gestori possono liberamente promuovere questi fondi in tutti i paesi dell’Unione Europea senza la necessità di chiedere l’approvazione di un’Autorità di Vigilanza di altri Stati.

The Scheme is licenced by the Malta Financial Services Authority to carry out the activities of a publicly available umbrella collective investment scheme pursuant to Section 6 of the Investment Services Act, 1994 in respect of its sub-fund.   The Scheme qualifies as a ‘Maltese UCITS’ pursuant to the Investment Services Act (Marketing of UCITS) Regulations, 2011 which transpose Directive 2009/65/EC on the coordination of laws, regulations and administrative provisions relating to undertakings for collective investment  in transferable securities (UCITS).
